RULES AND REGULATIONS
Bogazici University's computing and
network facilities service a large number of faculty,
students, and staff. The university has a number of
areas of potential liabilities in light of the legal
responsibilities. This policy addresses the responsibilities
of BUNET users and the University.
The following policies apply to
anyone using computing resources provided by the University,
including but not limited to Computer Center computer
laboratories, campus network, and Internet access. All
users who use Bogazici University computer resources
are assumed to read and accepted these policies.
All users have the responsibility to
use the University computing systems in an effective,
efficient, ethical, and lawful manner. Use of Bogazici
University's computer resources and network must be
consistent with the
mission of the University in support of public education,
research, and public service.
This policy and procedure will be reviewed as needed
by the Bogazici University Computer Center with recommendations
for revisions presented to the Rectorate.
1) COMPUTER CENTER LABORATORY COMPLEX
USE POLICY
The Computer Center Laboratories are the platforms supplying
necessary equipment for computing facilities. In the
Computer Center Laboratories, Bogazici students are
enabled to send and receive electronic mail messages
around the world, use Web services and other Internet
tools to search and find needed information and to use
Office programs.
The Computer Center Laboratory Complexes are supplying
Internet access and computerized study place for students
inside the campuses. There are 4
main computer laboratory complexes located in South,
North, Ucaksavar and Kilyos Campuses.
Students have the obligation to use
equipment, software, and facilities in Computer Center
Labs in a responsible and professional manner. The users
are expected to have already enough information about
how to use a computer and softwares. The Computer Center
does not offer any computer training program for the
students. In labs only the licensed software programs
of Computer Center are allowed to be used, please do
not ask to install any unlicensed software on the computers.
The following guidelines apply to
anyone using computing resources provided by Computer
Center Laboratory Complex:
Loading of third-party software
on computer systems in the computer labs is forbidden,
unless authorized after a faculty member's written request
by Computer Center Directorate.
The transfer of copyrighted materials
to or from any system, or via the University network
without the express consent of the owner of the copyrighted
material may be a violation of Law.
University developed or commercially
obtained network resources may not be re-transmitted
outside of the University. Examples include licensed
software and Library databases.
You are responsible for all activities
to and from your account. It is your responsibility
to protect your login and password. Do not allow someone
else to share your account information for any reason.
You should not disclose your password to anyone else,
nor should you use the account and password of anyone
else.
Any attempt to circumvent system
security, uncover security loopholes, guess other passwords
or access codes, or in any way gain unauthorized access
to local or network resources is strictly forbidden
and violation is grounds for immediate penalty from
the University.
Under no circumstances will any
individual be permitted to use their network connection
or computing privileges for commercial purposes. You
may not advertise any commercial products. Any commercial
use of University facilities is explicitly prohibited
by the University and is grounds for the loss of access
privileges.
Inappropriate mass mailing is forbidden.
This includes multiple mailings to newsgroups, mailing
lists, or individuals, e.g. "spamming," "flooding,"
or "bombing."
Displaying obscene, lewd, or sexually
harassing images or text in a public computer facility
or location that can be in view of others is forbidden.
The University environment is not the appropriate place
for this kind of material.
In the Laboratories;
Only Bogazici University members
are allowed to make use of the facilities.
Users must apply to the operators
for reservation with their student number.
Users must show their BU Card,
if asked at the CC Public facilities' entrance. No other
identification will be accepted.
Each user may have a reservation
for a total of 1.5 hours per day.
Lab reservations may be requested
for the same day.
The reservation will be cancelled
after ten minutes if the student does not arrive on
time.
Only one student per computer is
allowed.
Work areas should be kept clean
and uncluttered.
Conversations should be kept as
quiet as possible
Absolutely NO drinking, smoking,
or eating.
It is forbidden to play any games.
Cellular phones must be turned
off.
Report all system problems to computer
lab operators. Do NOT attempt to repair or tamper with
equipment.
Do NOT remove, rearrange, disconnect,
or deface any equipment.
Operators
The operators are in charge of maintaining the daily
operation of the laboratories. They are there to manage
the appointments, maintain printing supplies and help
with equipment problems. The operators are not required
to have a full knowledge of all the software packages
available in the laboratories, but they will try to
help answer questions if possible.
If the operators are unable to answer your software
questions and problems, please send your question via
e-mail to bim
and you will
get the response at least in two office days.
Floppy
Users must check for viruses on every floppy diskette
before they use it. Reports, assignments and other projects
may not be left on the computer hard drives and must
be saved on floppy diskette. Diskettes are not supplied
for users of the computer laboratories, you have to
bring them. You will need 3 1/2" high density diskettes.
Viruses
Laboratory computers are protected automatically by
a central antivirus software. No virus allowed to run
and neither to exist. Be sure that your personal files
are clean from viruses. Any infected file will be directly
cleaned or deleted if cleaning process was not
achieved. It is your responsibility to bring clean files.
Lost and Found Diskette and Other Materials
If you have lost your diskette and other materials,
please contact the operators where you believe you left
it. If we find a lost diskette, it will be kept in the
operators' room. But remember that someone else can
take your material and does not report to the operators.
Printers
There are laser printers located in laboratory complexes.
2) COMPUTER USE POLICY
Computers Connected to the University
Network (BUNET)
The University's computers and networks are a shared
resource, for use by all faculty, staff and students.
Computers and networks can provide access to resources
on and off campus, as well as the ability to communicate
with other users worldwide. Such open access is a privilege,
and requires that individual users act responsibly.
Users must respect the rights of other users, respect
the integrity of the systems and related physical resources,
and observe all relevant laws, regulations, and contractual
obligations.
University-owned computing equipment must be used for
scholarly purposes. Access to and use of Bogazici University
computer facilities, electronically stored data, software,
and the Internet shall comply with the rules and regulations
of the University. Misuse of these computer facilities,
networks, software, and the Internet are violations
of law and may be charged as such.
By using computing facilities, resources, networks,
and the Internet, all users agree to the rules, regulations,
and guidelines contained in this Use Policy.
The following guidelines apply to anyone connecting
their computer to the University network in an office:
You, the owner of the computer,
are responsible for the behavior of all users on your
computer, and all network traffic to and from your computer,
whether or not you knowingly generate the traffic.
It is important that members of
the University community be aware of the intellectual
rights involved in the unauthorized use and copying
of computer software.
Computer facilities and files owned by others should
be used or accessed only with the owner's permission.
Viewing or using another person's computer files, programs
or data without authorized permission is unethical behavior
and will not be tolerated. Such behavior, if used for
personal gain, is plagiarism. Ethical standards apply
even when the material appears to be legally unprotected.
Improper use of copyrighted material may be illegal.
The unauthorized copying of any software that is licensed
or protected by copyright is theft.
A computer connected to the network
may not be used to provide access to the network for
others who are not authorized to access the university
systems. The computer may not be used as a router or
bridge between the college network and external networks,
such as those of an Internet Service Provider.
Should Computer Center Directorate
have any reason to believe that a computer connected
to the University network is using network resources
inappropriately, network traffic to and from that computer
will be monitored. If justified, the system will be
disconnected from the network, and action taken with
the appropriate authorities.
Due to the possibility of a breach
in the University 's computer network security, students
are not permitted to connect a computer to University
Network (BUNET) and an external Internet Service Provider
AT THE SAME TIME.
Users are responsible for the
security and integrity of their client systems. In cases
where a computer is "hacked into" or infected , it is
obligated that the system be either shut down or be
removed from the university network as soon as possible
in order to localize any potential damage and to stop
the attack from spreading. The user has the responsibility
to clean the viruses or close any open door for hackers
by him/herself or call help for this purpose from Computer
Center before connecting their systems to the network.
Administrators are responsible
for the security and integrity of their server and workstation
systems. In cases where a server or workstation is "hacked
into" or infected , it is obligated that the system
be either shut down or be removed from the university
network as soon as possible in order to localize any
potential damage and to stop the attack from spreading.
The administrator has the responsibility to clean the
viruses or close any open door for hackers by him/herself
before connecting their systems to the network. Computer
Center does not provide establishing, maintaining and
recovering support for any kind of server or special
workstations because it requires expertise and especially
trained workmanship.
The following types of servers
should never be connected to BUNET without informing
Computer Center: DNS, DHCP, BOOTP, WINS, or any other
server that manages network addresses.
Any computer or network use that inhibits
or interferes with the use of this shared resource by
others is not permitted. The Computer Center will routinely
scan access logs, collect and analyze traffic data,
and monitor network utilization to ensure reasonable
use. Violations will result in immediate loss of computer
and network privileges.
Computer Use Policy For Dormitories
It is established the internet connection
in every dormitory room.
The residential students may use the
internet connection found in their rooms for scholarly
purposes, for official University business, and for
personal use, so long as the usage:
does not violate any law or this policy,
does not involve extraordinarily high utilization
of University resources, or substantially interfere
with the performance of the University network, and
does not result in commercial gain or profit.

3) E-MAIL POLICY
The University e-mail system is not a private secure
communications medium. As such, e-mail users cannot
expect privacy.
By using the University e-mail system, each user acknowledges:
The use of electronic mail is a
privilege not a right. Electronic mail is for University
communication, research, or campus business. Transmitting
certain types of communications is expressly forbidden.
This includes chain letters, pyramids, and other messages
of a similar nature; the use of vulgar, obscene or sexually
explicit language and messages; sending harassing or
threatening material; sending derogatory, defamatory
or sexual or other harassment via electronic mail; or
the use of the electronic mail for discriminatory communication
of any kind; or the use of e-mail for commercial or
political purposes; or the use of e-mail in conjunction
with or as part of any criminal activity.
Tampering with electronic mail,
interfering with or intercepting the delivery of mail,
and the use of electronic mail for criminal purposes
may be felony offenses, requiring the disclosure of
messages to law enforcement or other third parties without
notification.
E-mail messages should be transmitted
only to those individuals who have a need to receive
them. Distribution lists should be constructed and used
carefully. E-mail distribution lists should be kept
current and updated regularly. Spamming is strictly
forbidden.
All users of the University e-mail
system waive any right to privacy in e-mail messages
and consent to access and disclosure of e-mail messages
by authorized University personnel. Accordingly, the
University reserves the right to access and disclose
the contents of e-mail messages on a need-to-know basis.
Users should recognize that under some circumstances,
as a result of investigations, subpoenas or lawsuits,
the University might be required by law to disclose
the contents of e-mail communications.
Violation of e-mail policy or abuse of the University
e-mail system is grounds for disciplinary action.
The University may adopt further rules and regulations
to implement this policy provided that no such rules
or regulations shall be inconsistent with policy set
forth above.
4) ACADEMIC FREEDOM
Free expression of ideas is central to the academic
process. Students and employees may have rights of access
to information about themselves contained in computer
files. However, Bogazici University Computer Center
system administrators may remove any information violating
University policy from individual accounts. Files may
be subject to search by the request and permission of
the legal authorities.
Bogazici University Computer Center will remove from
laboratory computers and accounts any information if
it is determined that:
The presence of the information
in the account or on the bulletin board involves illegality
(e.g., copyrighted material, software used in violation
of a license agreement).
The information in some way endangers
computing, network resources, or the information of
other users (e.g., a computer worm, virus, or other
destructive program).
The information is inappropriate,
because it is unrelated to or is inconsistent with the
mission of the University,[or is otherwise not in compliance
with the legal and ethical usage governed by law or
regulations, or with University policies.
The user is no longer authorized
for access.
5) VIOLATIONS OF COMPUTER USE REGULATIONS
Computing and networking resources
should be used only in accord with the guidelines defined
in this policy. Minor infractions of this policy or
those that appear accidental in nature are typically
handled informally by electronic mail or in-person discussions.
More serious infractions are handled via formal procedures.
Infractions by students may result in the temporary
or permanent restriction of access privileges, notification
of a student's academic advisor. Those by a faculty
or staff member may result in referral to the head of
department or administrative officer. In some situations,
it may be necessary to suspend access privileges to
prevent ongoing misuse while the situation is under
investigation.

Violations of these regulations should be reported to

Enforcement
Examples of inappropriate and unacceptable use of
computing and networking resources include, but are
not limited to:
Harassment of other users.
Destruction of or damage to equipment, software,
or data belonging to Bogazici University or other users.
Disruption or unauthorized monitoring of electronic
communications.
Violations of computer system security.
Unauthorized use of computer accounts, access codes,
passwords, or other network identification words or
numbers assigned to others.
Use of computer and/or network facilities in ways
that impede the computing activities of others, including
randomly initiating interactive electronic communications
or e-mail exchanges, overuse of interactive network
utilities.
Use of computing facilities for personal or business
purposes of the user.
Violations of the usage policies and regulations
of the network that Bogazici University is a member
of or has authority to use.
Violation of another user's privacy.
Academic dishonesty (e.g., plagiarism or cheating).
Commercial advertising or political campaigning.
Violation of applicable laws, regulations, or policies.
Knowingly performing an act which will interfere
with the normal operation of computers, terminals, peripherals,
or networks.
Knowingly running or installing on any computer
system or network, or giving to another user, a program
intended to damage or to place excessive load on a computer
system or network. This includes but is not limited
to programs known as computer viruses, Trojan horses,
and worms.
Attempting to circumvent data protection schemes
or uncover security loopholes.
Unauthorized access of another person's
computer account
Using computing resources to access
any other computer system (on or off-campus) without
authorization
Deleting or copying files from
another person's account
Taking advantage of another user's
naiveté to gain access to his/her files
Preventing someone from using his/her
account by changing the password or other tampering
Sending offensive or harassing
messages or repeated unsolicited mail
Abusing the networks to which the
University belongs
Use of the computer or network
for monetary gain or illegal activities
Any activity that interferes with
the rights of others
Illegal use of copyrighted materials
including MP3, MPEG, AVI files.
You can expect to lose your account; you will be disconnected
from the network, and possibly be charged with a criminal
offense for such computer abuses.
Some activities cited above may not be considered misuse
when authorized by appropriate University officials
for security or performance testing.
6) SECURITY
The user is responsible for correct and sufficient use
of the tools each computer system provides for maintaining
the security of stored information.
A summary of the security procedures relevant to the
end users of computing resources is given below:
Computer accounts, passwords, and
other types of authorization are assigned to individual
users and should not be shared with others.
The user should select an obscure
password and change it frequently.
The users should be aware of computer
viruses and other destructive computer programs, and
take steps to avoid being either their victim or propagator.
Be particularly careful of your password. Do not give
your password to anyone or type your password when someone
is watching. Once someone has your password it is possible
both to look in your directory and to use your username
for malicious purposes. You are responsible for all
activities that take place from your account.
Although Computer Center makes a reasonable effort
to protect files stored on its own systems from being
accessed by anyone other than authorized individuals,
we cannot guarantee the confidentiality of any files
stored on the systems.
